Governance in the MENA region remains elusive without a cultural reorientation that democratically links state-oriented reform with society-focused initiatives. Waleed Madibo Governance Model advocates for a balanced socio-political philosophy that revitalizes the fluid interplay between liberalist and literalist traditions. Through a gradual process of political socialization, this approach expands the scope of governance beyond the secular/theocratic dichotomy to embrace the liberalist/literalist duality. The wider the realm of governance, the more deeply democracy becomes embedded.
The model suggests that the dynamics of globalization may pave the way for a humanist ideal that prioritizes individual rights as an incentive to fulfilling communal duties. This framework lays the groundwork for an "embedded democracy"—a critical foundation for achieving sustainable development in the Muslim, African, and Arab worlds. However, this progressive vision requires political maturity and unfolds through a complex, often labyrinthine path of growth and adaptation.
